I think you have better improve your skin condition rather than depends on
make-up or concealers to cover-up.
I have nothing against cosmectics but i think it should use to enhance and
conceal but not too the point where
it looks as if every surface is cover-up with the goo then it would look
as if you wore loads of make-up.

By improving and resolving your skin then only the make-up you put on wont
be so messy as currently
your skin must be very mess-up due to clogged pores, build up of
dead-skins, markings from previous
acnes......so if you add-on the pressures by using more make-up it would
only stresses the skin up.

I've been through it where concealer don;t seems to be able to stick on my
eyes at all.....it was bad.....
but i knew i have to cure my skin condition before i can fix the problem.
Therefore seek professional
help to reduce the scarrings or markings..... as it works better than any
make-up you can put on depending
on the kind of scars left behind.

By the way i don;t have that problems anymore though i stil have the
blackheads or pimples now and then
but it is much-much more reduce and also clarity of my skin have improve
with professional help.

I don't know a lot about Sheer Cover, but I do have a suggestion for
you. If you don't use moisturizer, try it. Your face may be drier
than you think, so the powder doesn't stick well enough. If you do
use a moisturizer, try minimizing the amount you use or just stop
altogether; your face may be too wet.

If that doesn't work, then try some sort of primer (not foundation;
there are products that you put on before makeup that keeps it from
sinking into your pores and so it doesn't smear).
